Barking Pommeranian

Hello everyone. I have a problem with my 1 year old pom, Sarah. I live in an apartment complex and she constantly barks at my neighbors as they pass by my window. She also barks furiously at random people when I take her out in public. She doesn't bite, not even out of fear and is actually very sweet once she stops barking. The thing is I can't get her to stop barking most of the time. She just keeps going until she's out of breath. I've searched online for ways to train her not to bark. I don't even know why she barks at people. I made every conscious effort I could to make sure she was well socialized as a puppy. Any help you guys could give me would be greatly appreciated.

You could also try spritzing her with a water bottle or Bitter Apple spray when she barks. Or close the windows/put her in a crate when you're not home and keep her on a leash when you are so that if she starts barking, you can give her leash a pop and say "Quiet".
