In my experience, you can't beat Eastern Garters. NO garter snake species gets "too big"....they max out at like 5 feet, for even the largest.
Easterns tend to settle down and become calm with handling more reliably than many other species, such as checkered garters.
They also come in a variety of color morphs, if you shop around. You should see Scott Felzer's site:

Now, THOSE are some spectacular garters! Of course, they are a bit pricey.

None of those garter species get over 5 feet in length.
By "market", I imagine he means that you need to contact him directly for the current price, since he updates his website rarely, and didn't want to be locked into a price on an animal that is changing in value fairly quickly. IE, the price of the animals change over time as they become more or less common on the market.
My favorites are the Blais Flames, I understand they cost over $130.00, though. Not too outrageous for a snake--many milk snakes cost that much or more.

I think i might get that one snake that is 2 for 40 dollars i have on question though....
If i get 2 snakes and they were born together and raised would they fight if i fed them regularly. perhaps would they fight over teritory??

No, never house garter snakes together. There is a risk of cannibalism--one may eat the other. All it would take is a wrong move, or one snake having a bit of food smell about it.....
