Actually just make sure he is on a really good diet and it will help his skin/fur problem. You can use some shampoos that are labeled for dry skin and make sure he is not scratching them. Also did the foster mom have this checked out or is it just her thinking? If so you may want to have your vet check it out.

Feeding him a diet such as Wellness, Innova, Natural Balance, Flint River Ranch or any other high quality food will help his recovery and help maintain overall health. Also adding omega 3 fatty acids will help skin and coat. Bathing right now should be done only with a very mild shampoo made for skin irritations, such as an oatmeal shampoo, or baby shampoo. Tea Trea Oil spray can help with irritation.

If he is scratching them call your vet and ask them if they can prescribe something for it too. It will not heal if he is digging at it too.
Sarge had dry skin and in less then a week on INNOVA which is somewhat expensive, looked great. His fur is all shiny and I see some more energy in him and I am just amazed at the difference with him and Mindy, my other dog. Mindy was looking nasty when we got her and now she is looking so much healthier.
