It's bad to leave a bird in a cage it's whole life. It's like being confined to a small room forever... not your ideal life. My bird is on my shoulder right now. :D If you don't have the time or want to take your bird out and play with it, you probably shouldn't have one at all. Exceptions to this are canaries (they're never really kept to be pets; they're for music) and finches (which are too jittery and scared to be held without endangering their lives). I'm sure there are people with canaries and finches that are handleable (is that a word?) but it's pretty rare. :p

My ringneck is always out (she just goes to her cage for food and water, or to look out the window). She's never been locked inside
she has two spots, her cage perch and her next to my computer perch. she flies between the two whenever the mood strikes her.
I suppose I am lucky, because she isn't interested in perching anywhere else in my living room. I do have to keep the room door closed though, otherwise she'll fly into the kitchen.

our two parakeets are free to fly anywhere they wish, although they stick to the dining room and occasionally fly to sit on the living room windowsill and look into the front yard. They usually fly up to the air vent (air conditioner and heater  silly birds) or sit up on the fan, but if they go into the family room then they get really scared and we have to wait until they tire themselves out and get stuck on the floor. I feel bad because if they get scared at night (if you touch them and they can't see you) they'll fly around into walls and fall behind their cage or wherever else.. but they're always alright :)
