new budgie getting picked on

i had a budgie and he always been a meany, never wants to be near people. he use to have a girl in the cage with him but she passed:( then now i've got him a little boy to keep him company but now hes always bugging him, there been a few little fights but mostly its just liek picking on him he will pull his tail and stuff like that. should i just leave them to work things out or seperate them or something else.

You should separate them. If that budgie has been ornery for a while, he probably won't stop now. Getting a separate cage for the new bird is your best option. :)
