I've had my parakeet for about 2 months. He acts strangley though, and I'm not sure if I'm just overreacting.
Firstly, he never plays with toys. He sits all day, and does nothing. (Unless he only does that when I'm not at home).
Secondly, he does not eat anything I put in his cage except his food. No hanging treats, no fruit.
Lastly, he won't play with me, or interact with me. He'll sit on my shoulder, but he'll just sit there.

Do his toys have bells? I had noticed that the budgies that I had until about 15 years ago liked the bell toys. Does he sing? I have not had just one budgie, so I don't have first hand experience with just one, but my budgies chirped and conversed all day long. Try a different flavor of hanging treat. My sun conure only will eat the honey flavored hanging treat, and will not touch the berry ones or fruity ones. Try hanging millet in the cage, budgies are very fond of this.

my parakeet was like that. I guess she just needed time to adjust. After she adjusted she was fine and she sings all day long =)
are the toys too big for him? because if they are, he will def. not play with them...make sure you're not crowding the cage with too many toys and treats or your budgie will feel crowded and stressed!
if your budgie has been on the same diet for a while, it will take some time for it to get used toeating fruit. what i do is, i take some of the fruit and eat it in front of the budgie and make it look really good, then i will offer it to her. don't be discouraged if thy don't pick up on the fruit right away, some budgies will be more cautious than others. mine will run to my hand, peck at the fruit, run away, stand there,look at it, run back and peck and the cycle will continue..until finally she knows its not going ot hurt her and she'll then start to eat it.
are your budgies wings clipped? if they are then that might explain why he's just sitting on your shoulder. or it might also be because he's not used to it yyet.
don't give up! once your budgie gets used to everything and ssettles in, you'll have tons of fun with him! =)

It will take time for your new friend to get used to your routine don't give up and be patient. you'll have a friend for life

All birds have different personalities... you COULD just have a quiet bird.... or it may need more time to adjust... also parakeets (budgies) do alot better and more active in a group enviroment, being a flock bird... might be an idea to give him/her a friend.
and with the fresh food it will take time for the budgie to realise that it is food and just keep introducing small ammounts at a time and eventually he/her will realised it is pretty good ! or trick them into trying it... a trick i found that works is get a piece of brocoli and dip the top part into the seeds and peg that to the side... the budgie will pick out the seeds and might eat a little bit of it on the way !
