No, I wouldn't take any rodent/lagomorph outside, it is to easy for them to get fleas and other parasites.
20F=definitly NOT. That is unless you want bunny/piggie popcicles.

hamsters need to be kept in an enviroment between 60-80 degrees F. and never keep a hamster outside.
