Put some bacitracin ointment on it to avoid infection. You can then try wrapping him in something (gauze?) to protect the area. Gauze can be tied tightly and safely; get some help from a medical professional as needed. If not an open sore things such as alum, Yuch, and Bittter Apple are harmless bad-tasting things in a pet store.
Any vet can administer simple antibiotics (such as Baytril) or treat an open wound. They are legally qualified to do so as veterinarians. They can also administer euithanasia when needed. Additionally, they all have access to books and web sites for vets that tell them what to do. If they refuse to help report them to a government agency.
In NYS it is the Office of Professional Discipline.
