Ill parakeet

I have a pet budgie and he has recently been sitting on the bar, closing his eyes, and panting. The younger parakeet in the cage seems fine and the temperature is normally hot this time of year. I also noticed that his droppings are a bit watery.
Please help me identify what is wrong!

The panting could be him regulating his body temperature and the eyes closing could be part of the same thing, if his doings are watery, it could be through excessive water intake because of the heat.
All these are COULD BE's and if they are then keep them in shade as the birds should NEVER be left in full sun.

But in answer to your query get him to a vet as none can diagnose the problem online, and suggestions aren't always the right answers.
