This a a somewhat common problem with dwarves. You have to take him to the vet he is not fine! It sounds like a allgeric reaction to pine or cedar bedding. He needs to be cured before he gets worse it could be another 3 months before he slowly dies, or you could wake up a few days later and well you know. Get to the vet ASAP. It is cureable if caught early.

Check his fur for parasites like lice and mites. Is he skratching a lot?
And yes, get him a new bedding if you're useing pine or cedar. Besides CareFresh, beddings like Aspen, Yesterday's News, and Eco Bedding are really good too.
Where is the fur missing at? Is he making any noises when he breaths?

Aspen. Find Aspen.
It will be sold where the other wood beddings are and I would not suggest Yesterday's News for something as small as a hamster.

Why not? I have heard good things about it. Even use it myself once. It was fine. I would even get it again if it went on sale or they were out of carefresh... etc.

I have only heard of it being used for buns, etc. with the slide-out trays. I can not see it as being comfortable to walk and/or lay on.
Just my thoughts.
