hi iv got a lutino and shes not tame shes about 11mths and ive been told that to tame a budgie u have to start at 6weeks old im confused cause ive heard different.

Welcome here carmy,
Since your bird is already 11 months old, you will need to spend more time to train it. It is true that training should start when the bird's young, so that it will not learn any bad habits. At 11 months old, you will need to train it slowly and patiently, and try to amend whether bad habit it has learnt.

I like the Lutino strain of budgies, especially the different shades of green through the buttercup yellow when the light hits them at different angles... http://petshub.com/ubb/smile.gif
Anyway, on to your 'so called' problem, I say 'so called' because I personally don't see a problem at all....
Your bird is under a year old, and for a bird that is capable of living 12-13 years, 1 year old isnt old!!!
Once you have gained the confidence of the bird,usually food related with a piece of apple or another juicy morsel, you can then build on the confidence and gain the respect from the bird, as he will be trying to do to you too.
Approach him camly and talk to him softly, try and keep sudden movements and noises to a minimal.
I find that the best time to try and do anything with a new bird is early evening, just as he is ready to settle down,all his energy of the day is almost gone and he himself is more relaxed at this time.
Offer him a piece of fruit or whatever he likes as a treat and within a few days you should have him sitting on your hands or shoulders.
Another thing I do is just as I'm about to pick them up ,I click my fingers so that he can associate the clicking fingers as a sign to being handled and picked up.The idea behind this is, eventually you should be able to click your fingers and he will fly to you from wherever he is in the room.
