One of my twins (Riff- the girl, 4 weeks old today!) will not chew on any of the hard items provided (wooden blocks, the plastic on the dish [not hard plastic, stuff the other hams all chew constantly]). She chews the cage, which I know she's not supposed to do, but I can't get her to chew other things.
So, any recommendations on the best alternatives?

Try cardboard, and paper.

Cover the cage, keep it dark, be quiet. Noise and light will excite them.
If all else fails get a 30 gallon bin and use the cage as a place for play and for foraging.

get one of the chews that you use for the others or a clean apple tree branch and poke it through the bars of the cage where she likes to chew the most...

Get rid of the cage befor it becomes a learnt behaviour. I bin cage will encourage her to chew better items.

They have cardboard tubes (toilet paper & paper towel), but only use them to hide in and run through. None of my ham's will chew on those. Should I try stiffer cardboard? I do have a cardboard "hideout" that I made attached to the bars of my mama ham's cage, and she claws at that, but she doesn't chew it.
I'll try a few more things yet this week before I look into changing Riff's cage.
Has anyone ever soaked a wood piece in anything like cucumber liquid? Would that maybe help?

I picked up dog biscuits today, so hopefully that will help. :)
