ok i need some advice. There are these people who live on our block and they annoy me to no end. Every single year they have kittens. I dunno if they just breed to breed or if they just don't get their cats fixed. But its gotten on my last nerve. The poor things have to live outside and they look nasty. I mean still cute of course but it just bothers me how people can do this. I dunno how many cats they have. I know some live inside and i know they have the kittens outside. They also have alot of dogs. Now for the advice i need, should i report these people? I want to but i dunno if what i see is enough grounds for them to get the cats taken away or anything. They also have like a ton of children lol. It just sickens me how these people breed and breed. And these arent any special breed. Mostly just orange tabbys and i think i saw a white kitten too. I'm beginning to think felix might have been one of their kittens. But they have so many they just didnt care. I'm just at a lose for words. I'm not one to go over there and tell them to get their cats fixed. I just dunno what to do. Please help me, this just is so depressing.

but is it enough to get the cats and kittens taken away? Thats what i worry about. That they will just say its ok or something since they arent abusing the cats any....well i think letting them breed like that and live outside is abuse but i dunno. I will tomorrow if you think it will work mel

Depending on your SPCA/animal control.. they will go to her house and check the conditions of all the animals. You can just call and say they have a really large number of animals. Since there is a law of how many animals you can own. (its usually 4 cats or dogs)... so I think they would come out and check it out!

i hope your right. I'll give it a try. I just feel so horrible for those poor kittens. Wish i could take one of the orange tabbys....as thats actually my favorite color cat. They also have this torti that runs around our block. Shes cute...not sure if shes an adult but she lays right in the middle of the street. I'm scared someday shes gonna get hit. All cuz of the stupidity of these people. Oh and i know they have more then 4 cats or dogs. I have seen at least 4 of these little dogs around. you can tell they had puppies too. But I will try and tell you what happens...when or if it happens. Wish me luck!

Does your area have any rules on how many animals you can have? I know ours do and animals can be seized if you go over. You could also get into contact with some feral cat groups who catch neuter and release... but I think they may only do it if it is a truely feral population. Maybe ring up your local shelter and discuss it with them.

Well i think our is no more then 5 cats or dogs. And i know altogether its more then 5. Plus, I would figure they would wanna do something knowing people are breeding. Or just not getting their cats fixed. I will call them up tomorrow and see what i can find out. :)

The sad thing is... I know someone like that. She has TONS of cats & they're outdoors a lot. She has none of them spayed & neutered. It makes me angry, & I really just don't understand why she does it. My mom has tried to get her to spay & neuter them, but she just won't listen. Meh. =/

Animal Control might be more likely to intervene if the animals were reported or shown to be an obvious nuisance to the neighborhood.... but I don't think that strategy would result in a very happy ending. :( Anyway, good luck.

You could try getting as close to your neighbors as possible (say you're going for a walk). Try to count as many cats/dogs as you can. If it’s more than twice the required limit in your area, you can call the local SPCA, Humane Society, or animal control. The least you could do is ask them what they would do if you knew of someone that was neglecting their animals, or ask how many animals are needed before someone is considered a hoarder. I’m sure they would most likely take the cats (and dogs) away. Hopefully they’ll spay/neuter all the animals and find new homes for them.

well they told me unless the cats, kittens and dogs are thin and or being neglected theres nothing they can do. But i havent seen the cats or kittens outside anywhere. So maybe they got smart and took care of them.

Hopefully! Then again maybe someone fromt he SPCA came down and took that animals away. I'm sure other neighbours are fed up with the increased population of dogs and cats in your area.

This is sad, I googled the Ohio Animal Laws and found this
Section 603.032 Maximum Number of Dogs and Cats Permitted; Prior Acquisition not Affected
NOTE: This section is no longer effective. Please see detailed note below.
(a) Upon the effective date of this section, no pet owner shall be permitted to keep more than four dogs, puppies, cats or kittens over three months of age, or any combination thereof, within the City. However, any pet owner owning more than four of such animals upon the effective date of this section shall be permitted to continue such ownership; whenever any of such animals dies, is sold, or is given away, such owner shall not be permitted to replace such animal if such replacement would bring the total number of animals to more than four. There shall not be more than one pet owner permitted to live in any dwelling unit in the city. This section shall not apply to any county or city kennel, the Animal Protective League, animal shelters or such other licensed agencies that house animals for protection, sale or safety.
(b) Whoever violates this section is guilty of a misdemeanor of the third degree.
(Ord. No. 214-01. Passed 12-10-01, eff. 12-19-01)
Note: Section 603.032 was enacted by Ordinance No. 214-01, passed December 10, 2001, effective December 19, 2001. Section 4 of Ordinance No. 214-01 stated "That Section 603.032 of the Codified Ordinances of Cleveland, Ohio, 1976, as enacted by this ordinance, shall expire and be of no further force and effect six months after the passage date of this ordinance". On June 10, 2002, Ordinance No. 1216-02 was passed, and amended Section 4 of Ordinance No. 214-02, passed December 10, 2001, to read as follows: "That Section 603.032 of the Codified Ordinances of Cleveland, Ohio, 1976, as enacted by this ordinance, shall expire and be of no further force and effect one year after the date of passage of this ordinance". Therefore, Section 603.032 expired one year after the passage of Ordinance No. 214-01, or December 10, 2002.
If it doesn't make much sense to anyone it basically says that they used to have a law of no more than 4 pets, but now for unknown reasons that law is no longer in effect!!!

Ratbrat21: I would like to help, so if any of these answers aren't met then I think you have the grounds to report them. Whoever you talked to would have to take a further look into the situation. Sorry for the long posts!!
(a) Are they safe? (glass, metal they could cut themselves on?)
(b) Is the living area sanitary? (Feces, odor)
(c) Is there water, food? (Is it clean water, changed all the time? Enough food to ensure growth/health?)
(d) Is the food and water located somewhere it wont get crossed contaminated with the wastes? (Feces, urine?)
(e) Do they have an area where they can get regular exercise?
(f) Do they see the vet on reg basis?
(g) Shelter from the elements.
Does the shelter meet all of these requirements??
(1) The shelter, cage or pen shall be appropriate to the animal's size, weight, and other characteristics, with sufficient space to allow the animal to turn about freely and lie in a normal position;
(2) The shelter, case or pen shall provide sufficient shade to allow the animal to escape the direct rays of the sun at all times;
(3) The shelter, cage or pen shall be regularly cleaned and sanitized.
(e) Whoever violates this section is guilty of neglect of animals, a misdemeanor of the first degree.

If you are wondering why I know so much about the rules and regulations. I went through this with an ex-friend of mine. I had him thrown in jail for I think 3 months.

well see i dunno. These people creep me out and the only way i could honestly see how they are living would be to walk over there and they are always outside on the porch. The cats and kittens were outside but like i said i don't see them anymore. And i have no clue what their house looks like. See the bad thing is before when i tried to report something. I had got contact with the SPCA or whatever its called. They said sadly the county i live in doesnt do much with animal cruelty cases. They usualy never check them out. So i dunno if theres anything i can do anymore. I thought at the least they could send someone over to check it out.
