I have a male border collie. he is being trained. we are working on agility stuff like weaving and stuff like that no jumping yet he is still growing. He is well excercised. He's been barking and jumping constantly non stop at shadows, lights, mirrors, anything and i have tried exercise. i tried more exercise but it does not work i have no idea what to do. our neighbors are complaining about his barking and i have a hard time doing homework with his barking. im worried about putting any christmas decorations up becuase thats even more lights for him to bark at. i dont now what to do i need help. during the day time he is an angel but at night he turns into a devil. some people have even said i should give him away to someone who lives on a farm. does anyone now how to deal with compulsive barkers?

Do you have a crate? I think at night you should crate him, so he cannot jump around the house and bark at everything, and maybe that will calm him down. You could try one of those bark collars that sprays the citronella, thats a pain free way to stop barking. Do NOT use a shock collar.
How many hours a day would you say you run the dog?

That is just typical border collie behavior.

throughout the day i would say about 5 hours of interaction with us like throwing frisbees etc. and for the rest he us usually chewing on the bone or running around in the yard by himself etc.

Well I would run him vigorously in the morning before work or school for atleast 1.5 hours and another 1.5-2 hours when you come home and then run him vigorously again for another 1.5-2 hours at night but preferably try to get him out for 2-3 hours each time. When I had a GSD mix who was extremely hyper I took her out to play ball and to run MANY times a day for hours. Somedays I wasnt able to take her out as long but I tried to get her out as much as humanly possible because of all her energy.

I'd book him into some obediance classes with a good dog trainer so you can work on some of his issues. Citronella collars are also very effective and I'd consider using one of them especially if your neighbours are getting bothered.
Your main problem is his breed.. BCollies thrive on having a job to do and working.. without this they can become very destructive due to boredom.

Border collies are very smart dogs, he needs tons of mental excercise too. As Canni said, he needs a job, and not just where his body tires out. Give him problems to solve and such, not just getting worked up with frisbees.

I personally think that BC's are the ultimate working dog, and shouldn't be in the care of 95% of people. You also have to remember they are a herding dog, and can quickly replenish energy, which is what they are made to do. Work, work, work, rest, work, work, work. Breaking up the exercise can help, and giving him mental activities, but truth be told, BC's don't belong in a house hanging out, as least in my opinion. My aunt has one, and until they gave the dog a job, she was a nightmare. They have about 35 acres, and they taught her, on command, to check the entire fence, and bring the cats in at night. Might seem silly, but its pretty incredible to watch. She checks every inch of the fence for breaks, and immediately races back up and starts barking if there is a problem. With BC's is just as much exercise, as mental stimulation-they like figuring things out and don't forget they are one of the smartest breeds of dogs.

we give him a variety of things to do. he does agility, frisbee, and on the weekends we take him out to our uncles farm to learn how to heard sheep. i was also thinking about flyball possibly.
