Cat Not Using Litter Box

Okay, here's the synopsis:

I have two neutered male cats, each about 11 months old, both totally indoors. They are brothers so they're nice to eachother, no fighting, they play together, groom eachother and talk to eachother all the time. The smaller one sometimes will begin howling and I know he needs to pee because any piece of clothing left on the floor he will begin to paw at and get ready to pee on. Last night he started doing this and I chased him out of the bedroom, picked him up and put him in his litter box. He did not seem interested. Even though it was pretty clean, I changed the litter and put him in again, still he wasnt interested.

I've had a problem with them peeing on any clothes or towels or bedding left on the floor for a long time. Its gotten to the point that I've got to lock up all my clean clothes so they dont get peed on.

Any suggestions? I've also got another problem with them running under the couch and hiding, I'm trying to fashion a way so they cant get under it anymore - theres a pet fence around it currently. Anyone that has an idea about that too - I'd appreciate suggestions.

Hi Magnoliafly, I'm not sure what advice to give you but maybe this can help. This is an article that was printed in cat fancy about litter boxes, and about what you can do if your cat won't use the litter box, hope this helps.
The article is really long, and the part i am referring to starts just a tad over half way down the page and it's called:

"Part 2: Litter Box Lessons
10 top reasons why kitty might be thumbing its nose at the litter box.

By Peggy Scott"

I hope this helps you!

I suggest taking both cats to a vet to rule out any medical condition like UTI. Do you have enough litter boxes? Some cats prefer to have a litter box to pee in and a separate box to poop in. Other cats prefer not to share their litter boxes. See if another litter box will help.

Okay, thanks for the article, it really helped alot.

I think my biggest problem is not cleaning it out enough (like most cat owners apparently). I doubt it is territorial since they absolutely love eachother and get scared when they're seperated. I've seen one go to the other when its in the litterbox and wait outside for him to finish.

They like the litter I get and it really absorbs well, I just need to scoop it out more often.

I did get them neutered around 6 months of age, could this have been a contributing factor? I've been worried that I did it too late.
